The Product Manager will be the lead subject matter expert on the complete business and system solution for building and standing-up the new Benefits Ownership Registry that the LTSA will operate for the Province of BC. The Product Manager will be responsible for translating the statutory, regulatory, customer and operational needs into system requirements and providing support for policy and operations. Once new services are stood up the Product Manager will be responsible for ensuring the service evolves to match the changing needs of the LTSA and the Province of BC.
As part of the project team, the Product Manager will liaise with the Province, stakeholders, customers and internal LTSA divisions and departments to ensure that a complete working solution is delivered with exceptional customer experience, whilst meeting the business case. While holding direct responsibility for all business and technical requirements for delivery of the service, the Product Manager will also contribute to the thought leadership that will support the LTSA in achieving its strategic objectives.

KEY RESPONSIBILITIES AND ACCOUNTABILITIES
1. Registry Beneficial Ownership Product Management
• Define and manage the product development lifecycle and roadmap from vision, concept through design, build, operate, and operational enhancements.
• Translate high level business strategy for aspects of the roadmap into a set of detailed technical requirements for the system.
• Define and analyze business and systems requirements, solution design, and software requirements. • Provide regular communication to stakeholders and the LTSA regarding objectives, progress and changes to business and roadmap priorities.
• Lead cross-functional workgroups as required to develop, plan and review all product plans and requirements. • Owns business case analysis, preparation, and presentation to senior leadership
• Establishes flexible, cost-effective plans and solutions to ensure viability of the services.
• Participates in customer and user business processes analysis.
2. Registry Beneficial Ownership Build and Launch
• As part of the core project team, work closely with operations staff in successfully building and transitioning into operations the Beneficial Ownership Register.
• Ensure that the specifications for the systems build accurately and completely describe the business needs.
• Verify that the delivered solution meets the approved specifications and is fit for business.
• Lead the resolution of key customer and stakeholder issues and escalations working with operational and other LTSA teams.
• Monitors development progress to ensure timely and efficient service delivery.
3. Relationship Management
• Work collaboratively with the build contractors to ensure that the solution is fit for business and completed on schedule.
• Build relationships across internal business areas to achieve cross functional buy-in and advise business managers of customer or user suggestions regarding LTSA web/electronic offerings and support services.
• Engage with stakeholders and customers in understanding how the service is being used and identify desired enhancements to its operation.
• Ensure high level of customer, user and stakeholder satisfaction with all aspects of the solution through continuous contact with various staff, customer, and stakeholder segments.
4. On-going service evolution
• Once Register services are launched, the Product Manager will identify changes in business needs, and ensure that services continue to meet evolving customer and stakeholder needs.
Education and Experience:
• Technical Degree with 5-7 years of experience in Product Management
• Track record of successful product management preferably in a regulated sector with high transaction volumes.
• Experience with defining and launching a new line of business utilizing electronic service delivery is a definite asset
• Demonstrated ability to effectively translate business requirements into technical/functional requirements
• Strong communication and interpersonal skills
Knowledge, Skills and Abilities:
• Strong analytical, conceptual, and problem-solving abilities
• Strong written and oral communication skills, with ability to present ideas in user-friendly language
• Ability to work in a fast-paced, team-oriented, collaborative environment
• Extensive information technology experience preferred (such as computer science, systems engineering) • Strong interpersonal and communication skills
• Knowledge of business and systems deployments in the public sector would be an asset
